But honestly, I wasn't being smart, just answering your questions. Apparently that doesn't satisfy you, and if it doesn't go start your own forum or play by the rules.

The forum is more or less owned by me as of now. The previous owner left, hopefully he'll return at some point.
Rules used to be on there, but the upgrade of the server lost them. Basically, the rules are pretty simple. Kids (youth) will be not be downed/insulted. For example, you can say that such and such team had trouble passing the ball but not that person X sucks. There is ways to make points without attacks. Coaches are able to be questioned, or anything along those, but try to keep things to things that are public or in the press. For example, we don't want to hear that Coach X is a drunk, but if Coach X shows up in the newspaper charged with drunken driving, then its not rumors. Basically, try to be decent. Try to post in a manner, respect others, even if you don't agree with them.
Booted off the forum has only happened a handful of times. People, if things get too personal, have had short term bans, but only one-two users have ever been BOOTED. It was into extreme raceist comments and repeated warnings didn't work.
What we've got here is failure to communicate. Some men you just can't reach, so you get what we had here last week which is the way he wants it. Well, he gets it.
